ถ้อยแถลง FABC เกี่ยวกับความกังวลและการอุทิศตน

สหพันธ์สภาบิชอปแห่งเอเชีย (FABC)  แผนกบาทหลวงได้จัดสัมมนาปฏิบัติการเรื่อง การปกป้องผู้เยาว์และผู้ใหญ่ที่อ่อนแอ  ความโปร่งใสของบรรดาบิชอปแห่งเอเชีย  ระหว่างวันที่ 15-19 พฤษภาคม ค.ศ. 2017  ณ บ้านฟื้นฟูจิตใจซาเลเซียน  หัวหิน  ประเทศไทย  มีผู้ร่วมสัมมนา 62 คน จาก 11 ประเทศ  มีวิทยากรจากโรมและเอเชีย

ผลจากการสัมมนาทำให้เราตั้งใจอุทิศตนไปปฏิบัติในพระศาสนจักรท้องถิ่นของเอเชีย  เป็นพิเศษบรรดาผู้อภิบาลและผู้นำ
เราปรารถนาที่จะแสดงเมตตาธรรมและความเห็นใจของพระเยซูเจ้า  เป็นพิเศษแก่เด็กๆ  ในศาสนบริการที่ต่างๆ ในพระศาสนจักร  ที่เรารับใช้ประชาชนและวัฒนธรรมต่างๆ แห่งเอเชีย
เราพยายามเข้าใจความซับซ้อนและพลวัตแห่งความสัมพันธ์ของมนุษย์ในชุมชน  และสถาบันต่างๆ ของเรา  ตระหนักว่ามีการท้าทายและความยากลำบากในพฤติกรรมของมนุษย์และการปฏิสัมพันธ์
เราขอบคุณบรรดาบาทหลวง  นักบวชชาย-หญิง มากมายและคนงานของพระศาสนจักร  ผู้รับใช้ประชากรของพระเจ้าด้วยความใจกว้างยิ่งใหญ่
เราขออภัยสำหรับความผิดพลาดในอดีต  เมื่อเรามิได้ปฏิบัติให้ดีที่สุดต่อทุกคนในชุมชน  เป็นพิเศษในการปกป้องผู้ที่อ่อนแอ
เราเสียใจกับบรรดาผู้ถูกละเมิดทางเพศและครอบครัว  เราปรารถนาที่จะฟังเรื่องราวต่างๆ อย่างเห็นใจ  และหาทางปกป้องพวกเขามิให้ถูกทำร้ายอีก
เรารังเกียจพฤติกรรมเบี่ยงเบนของบรรดาผู้ทำผิด  เราต้องป้องกันพวกเขามิให้ทำร้ายใครอีกต่อไป
เราตั้งใจเสนอสถานการณ์ที่ไม่ถูกต้องในพระศาสนจักรอย่างซื่อสัตย์และเปิดเผย
เราปรารถนาปฏิบัติกับทุกคนด้วยความเคารพ  และถือเป็นความลับ
เราเห็นใจกับทุกคนผู้ถูกกระทำอย่างผิดๆ
เราจะหามาตรการวัดกลั่นกรองคนงานของพระศาสนจักรอย่างพอเพียง  โดยเฉพาะบรรดาผู้ขอฝึกอบรมเป็นบาทหลวงและนักบวช
เราจะฟื้นฟู  พยายามจัดอบรมให้มีคุณภาพดีๆ แก่บรรดาบาทหลวงและนักบวช  ทั้งการอบรมแรกเริ่มและการอบรมต่อเนื่อง
เราปรารถนาจะปรับปรุงและเปลี่ยนแปลง เพื่อร่วมมือทำงานกับฆราวาสและผู้เชี่ยวชาญในอาชีพต่างๆ  เราจะร่วมมือกับบรรดาผู้มีอำนาจฝ่ายบ้านเมือง  ในเรื่องที่เป็นความกังวลร่วมกันทั้งของพระศาสนจักรและรัฐ
เราตั้งใจพร้อมใช้ทรัพยากรของพระศาสนจักร  ในเรื่องการปกป้องผู้เยาว์  ผู้ที่อ่อนแอ
เรามองแบบอย่างที่ดีของสมเด็จพระสันตะปาปาฟรังซิสในเวลาพบปะกับทุกคน   เป็นพิเศษบรรดาผู้ถูกกระทำ  ผู้อ่อนแอ  และผู้อยู่ชายขอบของสังคม
ฐานะคริสตชนในพระศาสนจักร  เราเชื่อในการประทับอยู่ของพระเยซูผู้กลับคืนพระชนมชีพ  เรามีความหวัง  พระจิตเจ้าเสด็จมาหาเราและทรงนำพระศาสนจักร  เป็นพิเศษเวลาที่เราอ่อนแอภาษามนุษย์  ขอพระนางพรหมจารีมารีย์  พระมารดาแห่งเมตตาธรรม  ช่วยเราให้สนใจและตั้งใจอุทิศตนด้วยความจริงใจ  อาศัยพลังแห่งความรักและพระหรรษทานของพระเจ้าช่วยเหลือ

FABC Statement of Concern and Commitment

The Office of Clergy of the Federation of Asian Bishops’ Conferences (FABC) sponsored a seminar-workshop on the theme, “The Protection of Minors and Vulnerable Adults: The Accountability of Bishops in Asia,” from May 15-19, 2017 at the Salesian Center of Spirituality in Hua Hin, Thailand.  Sixty-two participants from eleven Asian nations joined the event; resource persons from Rome and Asia served as facilitators for the informative, practical, and pastoral sessions.  Emerging from this seminar are several focused commitments to guide the conduct of the local Churches of Asia—especially its pastors and leaders.

  • We desire to manifest the mercy and compassion of Jesus, especially his concern for children, in all our ministries in the Church as we serve Asia’s diverse peoples and cultures.
  • We seek to understand the complexities and dynamics of human relationships in our various communities and institutions, realizing there are challenges and difficulties in all human behavior and interaction.
  • We reiterate our gratitude for the numerous Catholic clergy, men and women religious, and dedicated Church workers who serve God’s people with great generosity.
  • We ask forgiveness for our past failures when we have not acted in the best interests of everyone in the community, especially in protecting the vulnerable.
  • We grieve with all victims of sexual abuse and their families; we seek to compassionately listen to their stories and to respond appropriately so they may live a meaningful life.
  • We truly abhor the deviant behavior of those who have perpetrated and perpetuated abuse; we seek to prevent them from causing any further harm.
  • We commit to addressing situations of misbehavior within the Church with full honesty and openness.
  • We desire to treat everyone respectfully; proper confidentialities will be honored.
  • Wedeeply empathize with anyone who may have been falsely accused.
  • We willimplement measures to adequately screen Church workers, particularly those who apply for priesthood and religious life.
  • We will renew our efforts to enhance the quality and depth of the initial and ongoing formation of the clergy and religious.
  • We desire, in our search for renewal and change, to collaborate with the laity and experts in various professions; we will cooperate with civil authorities in matters of mutual concern to both Church and State.
  • We commit to making Church resources available for fostering the safe-guarding of minors and vulnerable persons.
  • We look to the compassionate example of Pope Francis in his manner of treating everyone—especially the victims, the weak, and those on the peripheries of society.

As Christians and persons of faith, we believe in the presence of the risen Lord in the Church; we remain people of profound hope.  The Spirit always comes to us and guides the Church—even in moments of human weakness.  We implore the assistance of Blessed Mary, Mother of Mercy.  We express these concerns and commitments with heartfelt sincerity, relying completely on the power of God’s transforming love and grace!
